 The Independent Electoral and Boundaries Commission (IEBC) invites qualified Kenyan citizens to apply for temporary positions under the Enhanced Continuous Voter Registration (ECVR) program. These ward-based roles are critical to strengthening electoral integrity, expanding voter participation, and ensuring secure, transparent, and inclusive voter registration processes across Kenya.

Voter Registration Clerk (VRC)

The Voter Registration Clerk (VRC) plays a frontline role in the voter registration process. This position involves direct interaction with citizens and operation of biometric voter registration technology to ensure eligible voters are accurately captured into the system.

Key Responsibilities

  • Operating biometric registration kits (KIEMS/VIU tablets)
  • Verifying applicant eligibility in accordance with electoral laws
  • Guiding applicants through registration procedures and requirements
  • Assisting in the accurate completion of registration forms
  • Ensuring safe custody of registration equipment, materials, and data
  • Transmitting daily registration data to Registration Officers
  • Upholding IEBC’s code of conduct, confidentiality, and data protection policies
  • Responding to voter inquiries and supporting verification and inspection exercises
  • Providing inclusive and courteous service to persons with disabilities and vulnerable groups
  • Performing additional duties as assigned by supervisors

Minimum Requirements

  • Kenyan citizen aged 19 years and above
  • Minimum KCSE grade C- (minus) or equivalent
  • Computer literacy and basic ICT skills
  • Diploma in ICT, Statistics, Education, Business Administration, or related field (added advantage)

    ICT Support Officer – ECVR

    The ICT Support Officer ensures the technical functionality and security of voter registration systems and

     equipment. This role is essential in maintaining operational efficiency and safeguarding digital voter data throughout the registration process.

    Key Responsibilities

    • Setting up, configuring, and operating KIEMS kits and related ICT equipment
    • Providing first-level troubleshooting for hardware, software, and connectivity issues
    • Supporting secure data transmission, synchronization, and backups
    • Maintaining proper custody and accountability of ICT equipment
    • Preparing ICT logs, incident reports, and handover documentation
    • Assisting in training voter registration officials on basic ICT operations
    • Ensuring system integrity, confidentiality, and compliance with IEBC policies

Minimum Requirements

  • Certificate or Diploma in Information Technology, Computer Science, Information Systems, or related field
  • Basic knowledge of computer hardware, applications, and networking
  • Ability to troubleshoot ICT challenges under pressure
  • Strong communication and interpersonal skills
  • Demonstrated neutrality, integrity, and confidentiality
  • Must be a Kenyan citizen and a registered voter
  • Availability to work extended hours, including weekends and public holidays

This position is suited for technically competent individuals who can operate efficiently in field environments and maintain high data security standards.


Voter Registration Assistant (VRA)

The Voter Registration Assistant (VRA) provides supervisory oversight within the assigned ward. This role focuses on coordination, accountability, and performance monitoring to ensure voter registration targets are achieved effectively.

Key Responsibilities

  • Supervising Voter Registration Clerks within the ward
  • Assisting in planning and coordinating KIEMS kit movement schedules
  • Collating and submitting voter registration data
  • Ensuring security of equipment and registration materials
  • Monitoring and reporting registration progress
  • Publicizing voter registration activities to meet ward-level targets

Minimum Requirements

  • Kenyan citizen and registered voter
  • At least 21 years old
  • Resident of the constituency/ward applied for
  • Minimum Diploma in ICT or related field
  • Strong communication skills in English and Kiswahili (local language proficiency is an advantage)
  • Demonstrated integrity, impartiality, and respect for diversity
  • Willingness to work long hours under field conditions
  • Availability for the entire registration period

The VRA role requires leadership, coordination skills, and the ability to manage teams effectively while maintaining strict compliance with electoral standards.
